Azerbaijan has no roaming agreement in force with any country, so every foreign SIM pays standard international roaming the moment it connects — Russian and CIS SIMs included, just like European, US, Turkish and Iranian ones. Azerbaijan is an Eastern Partnership country, not an EAEU member, and the EU-backed plan to cut regional roaming tariffs has not abolished roaming here. A travel eSIM is almost always cheaper for stays beyond a 1–2 day stopover. Local SIMs from Azercell, Bakcell or Nar are sold in Baku stores but require passport ID registration.

Field tip — Download offline maps for the Caucasus highlands, Lahic, Sheki and mountain roads

Baku has excellent 4G coverage across the city, including the Old City and Flame Towers area. Commercial 5G is not yet live — Azercell runs a 5G test zone at Fountain Square only (pilot since 2019), pending spectrum auction. Mountain regions — Sheki, Gabala, Lahic, the Greater Caucasus foothills — have good coverage in towns but weaker signal on rural mountain roads. Download offline maps before departing Baku for any highland itinerary.

Network coverage in Azerbaijan

Azerbaijan has three mobile operators: Azercell, Bakcell and Nar. For Baku — the Old City, Flame Towers, Nizami Street — all three deliver solid 4G. Azercell has the widest footprint overall, with the strongest reach along intercity highways and into rural areas. Bakcell and Nar are competitive in Baku and other cities but trail Azercell outside urban zones. Commercial 5G is not yet live — only limited pilot zones in Baku operate so far, pending a spectrum auction.

None of the five providers on this page — Airalo, aloSIM, Roamless, Saily and Yesim — disclose which Azerbaijani carrier they route through. All connect through one of the three operators above; Azercell's wider rural reach makes it the preferable underlying network for itineraries outside Baku, but no provider currently lets you select it explicitly.

Arrival protocol in Azerbaijan

Before departure from home
Check your phone supports eSIM — dial *#06#, look for an EID number.
Install the eSIM before your flight — activation is automatic on landing at Heydar Aliyev International (GYD).
Save QR code and setup instructions offline.
Download offline maps for any highland portion of the trip before departure (Sheki, Lahic, Gabala, Khinaliq).
Keep home SIM active for calls and SMS.
After landing at Heydar Aliyev International
Go to Settings → Mobile data → select the eSIM as your data line.
Turn off data roaming on your home SIM.
Test with a page load. If nothing loads, toggle airplane mode for 30 seconds or manually select Azercell, Bakcell or Nar.
Do not delete the eSIM if it does not connect immediately — check settings first.
Local prepaid SIMs at Azercell, Bakcell or Nar stores in Baku require passport ID registration; a travel eSIM avoids this.

VPN, passwords and documents

On hotel or café Wi-Fi, a VPN can be useful to keep your browsing private from the network operator. A password manager is also worth having for managing account access on the road. A secure cloud backup of your passport, visa, insurance and accommodation details can also be useful — keep an offline copy too. None of these are mandatory.

Mistakes to avoid in Azerbaijan

Assuming your home SIM works at home rates here. Azerbaijan has no regional roaming agreement with any country, so every foreign SIM — European, Russian, Turkish, Iranian or US alike — pays standard international roaming.
Assuming a Russian or CIS SIM roams cheaply here. Azerbaijan has no roaming agreement in force and is not an EAEU member, so Russian, Belarusian, Kazakh and Kyrgyz SIMs pay standard international roaming, exactly like any other foreign SIM.
Expecting 5G speeds in Baku. Commercial 5G is not yet live in Azerbaijan — beyond a long-running pilot at Fountain Square, launch waits on a spectrum auction, so no travel eSIM delivers 5G here.
Driving Caucasus highland routes without offline maps. Sheki, Lahic, Khinaliq and the Talysh mountain roads lose signal on every operator — download offline maps and addresses before leaving Baku.
