How much will it cost for your trip?
The Maldives is not an EU member. EU RLAH does not apply. Carrier roaming is expensive. A travel eSIM is almost always cheaper. Note that if you stay on a local guesthouse island (non-resort), signal may be unreliable. Resort islands (private resorts on their own atoll) have resort-provided Wi-Fi for guests — your eSIM is mainly useful for the transit between islands (airport, speedboat) and on budget guesthouse islands.
Malé, Hulhumale and the immediate island ring have good 4G. Major resort islands connected by speedboat to the airport (30–90 min) generally have signal via Dhiraagu. Remote northern and southern atolls, accessed by seaplane (30–90 min from Malé), can have very limited signal — most guests on remote atolls rely entirely on resort Wi-Fi. Two operators serve the Maldives: Dhiraagu and Ooredoo Maldives. Both cover all 200+ inhabited islands with 4G and are broadly competitive. For Malé, Hulhumalé, and the resort islands of North Malé Atoll and Ari Atoll, both deliver reliable 4G. 5G is available in Malé and Hulhumalé only — remote resort islands and outer atolls remain 4G.
Dhiraagu has a wider footprint on resort islands accessible by speedboat; remote northern and southern atolls reached by seaplane can be patchy on both networks. For specific signal conditions by atoll type, see the field tip above.
In practice, travel eSIMs in the Maldives almost all run on Dhiraagu — Ooredoo is not currently sold through the major eSIM providers, so Saily connects via Dhiraagu’s 4G. One caveat: recent testing reports aloSIM runs through DhiMobile, a Dhiraagu reseller, on 3G only — noticeably slower, making it the weakest option here for anything beyond messaging.

On hotel or café Wi-Fi, a VPN can be useful to keep your browsing private from the network operator. A password manager is also worth having for managing account access on the road. A secure cloud backup of your passport, visa, insurance and accommodation details can also be useful — keep an offline copy too. None of these are mandatory.
