The UAE blocks WhatsApp voice and video calls, FaceTime and most consumer VoIP apps at the network level. WhatsApp messaging (text, photos, voice notes, documents) works without restriction. The block applies uniformly across all seven emirates, all networks (Etisalat/e&, du), free zones (DIFC/ADGM included), tourist visit visas and airport Wi-Fi. Legal alternatives are TDRA-approved apps: BOTIM (most widely used; free internet calling since its relaunch, on Etisalat or du), C'Me, Voico, HiU Messenger, plus business-grade Microsoft Teams, Zoom, Google Meet, Cisco Webex. Important VPN nuance: VPN use is not banned outright, but using a VPN to bypass blocked services such as WhatsApp calls is technically a breach of Federal Decree-Law No. 34 of 2021 and could trigger fines. Travel eSIMs that route through foreign carriers may partially bypass restrictions for some users, but reliability is inconsistent — do not assume it works. Install BOTIM and Zoom before arrival as the safe default.

Field tip — Two carriers, both top-tier; small remote-area difference

The UAE has only 2 mobile network operators: Etisalat (now branded e& — ~60% market share, original network, slightly stronger coverage in remote desert and mountainous areas including Hatta, Jebel Jais) and du (~40% market share, comprehensive 4G/5G across Dubai, Abu Dhabi and the wider UAE, aggressive 5G deployment in urban areas, strong tourism focus). For 95% of tourist itineraries (Dubai, Abu Dhabi, Sharjah, common day-trip routes), there is no practical difference — both have world-class infrastructure and 100% urban coverage. If your itinerary includes Jebel Jais hiking, Hatta mountain area, or remote desert tours away from main resort routes, an Etisalat-routed eSIM has a marginal edge. UAE regulations make purchasing a local SIM or eSIM as a non-resident more friction-heavy than most destinations — install a travel eSIM before arriving rather than relying on activation in-country.

Network coverage in the UAE

The UAE has two mobile operators: e& (formerly Etisalat) — slightly stronger in remote desert and mountainous areas (Hatta, Jebel Jais, the Empty Quarter) — and du, with comprehensive 4G/5G coverage across Dubai, Abu Dhabi and the wider UAE. For the vast majority of tourist itineraries (Dubai, Abu Dhabi, Sharjah, common day-trip routes), both operators deliver equivalent coverage with strong 5G.

Arrival protocol in the UAE

Before departure from home — mandatory under UAE regulations
Install the eSIM before your flight. UAE telecom regulations require eSIM installation before arrival — confirmed by every major provider's UAE product page.
Install BOTIM, Zoom, Microsoft Teams or Google Meet before arrival — these are the legal alternatives for voice and video calls.
Save key contact phone numbers offline — you may not be able to WhatsApp-call them from inside the UAE.

VPN, passwords and documents — read this carefully

The UAE permits VPN use for legitimate purposes (corporate access, banking, privacy on public Wi-Fi). However, using a VPN to bypass blocked services — including making WhatsApp calls, FaceTime calls or accessing geo-blocked content — is a breach of Federal Decree-Law No. 34 of 2021 and can trigger fines under UAE cybercrime law. The practical implication: a VPN for hotel Wi-Fi banking is fine; using one specifically to circumvent the VoIP block is not. A password manager for legitimate account access is unrestricted. Keep secure offline copies of your passport, hotel bookings, return flight QR codes and any sponsorship/visa documents — Emirates immigration may request them at arrival.

Mistakes to avoid in the UAE

Trying to install your eSIM after arriving. UAE telecom rules require pre-arrival installation. Plan ahead — install at home over Wi-Fi before your flight.
Assuming WhatsApp calls will work. They will not. Install BOTIM, Zoom, Teams or Meet before arrival as backup.
Using a VPN to bypass the VoIP block. This is a regulatory breach with real fine risk. VPN for legitimate purposes (banking on hotel Wi-Fi, work) is permitted; bypassing telecom restrictions is not.

Why are WhatsApp calls and FaceTime blocked in the UAE?
The TDRA (Telecommunications and Digital Government Regulatory Authority) blocks consumer VoIP — WhatsApp calls, FaceTime audio/video, Telegram voice — to protect Etisalat and du revenues from international call billing. Approved alternatives exist (BOTIM, C'Me, Voico) under licensing agreements. Messaging works normally on all platforms; only the voice/video call functions are filtered. The block applies to travel eSIMs routing through UAE networks.
Can I install an eSIM after arriving in the UAE?
Yes — installation works after arrival via airport Wi-Fi, hotel Wi-Fi or any internet connection in the UAE. The block discussed above is about VoIP, not about eSIM installation itself. However, some travel eSIM providers do not register all UAE plans for activation from within UAE territory — installing on home Wi-Fi before departure remains the safest path.
