The UAE blocks WhatsApp voice and video calls, FaceTime and most consumer VoIP apps at the network level. WhatsApp messaging (text, photos, voice notes, documents) works without restriction. The block applies uniformly across all seven emirates, all networks (Etisalat/e&, du), free zones (DIFC/ADGM included), tourist visit visas and airport Wi-Fi. Local operators sell tourist SIMs and eSIMs against a passport scan once you are through immigration, so landing without a plan is recoverable — but some travel-eSIM apps and sites load unreliably on UAE networks, so install yours before arriving.
