Best eSIM for Jordan
Jordan has reliable 4G coverage in Amman, Petra, the Dead Sea and Aqaba. VoIP calling is restricted at the network level on all Jordanian operators — messaging and data work normally, but internet calls do not.

How much will it cost for your trip?
Jordan has 3 mobile networks — Zain (~40% market share, leader, 99%+ population coverage including all major tourist destinations), Orange Jordan (good cities + Desert Highway, sometimes slightly cheaper than Zain), and Umniah (~97% population 4G per operator, budget option, less reliable in remote desert camps). The three cluster tightly enough that most travel eSIMs perform similarly on the standard Amman → Jerash → Dead Sea → Petra → Wadi Rum → Aqaba loop. The real coverage gaps are at specific sites, not at the network level: Wadi Rum desert camps typically have no signal regardless of carrier (only the main village area near the visitor centre is covered); Petra inner trails (the Monastery, the High Place of Sacrifice, the deeper canyons) lose signal beyond the main entrance and Treasury area. Download offline maps for the entire Petra archaeological site and your specific Wadi Rum camp GPS coordinates before entering.
All Jordanian local SIMs (Zain, Orange, Umniah) require passport presentation and registration at point of sale by law. Available at Queen Alia International Airport (Arrivals hall, all three operators), in city stores in Amman, and at smaller kiosks in Petra (Wadi Musa) and Aqaba. The process takes 5-10 minutes for a registered SIM with a tourist plan. International travel eSIMs are exempt from this registration — they roam onto Jordanian networks via international agreements and operate without local paperwork. For short trips (under 2 weeks), a travel eSIM avoids the airport queue and lets you connect within minutes of landing. For longer stays, local Zain or Orange tourist plans (typically priced in JOD with multi-week validity and tens of GB of data) offer better value once the registration friction is absorbed.
Jordan's three operators (Zain, Orange, Umniah) filter Voice over IP on their mobile networks: WhatsApp, Skype and Viber voice and video calls do not connect, though text and chat on the same apps work normally. The filtering has been in place since 2015 and remains active in 2026, despite the Telecommunications Regulatory Commission having ruled against operator-imposed VoIP blocks. A travel eSIM does not change this, since providers route through the same Jordanian carriers. The data connection itself is otherwise normal. The point most guides omit: the usual technical workaround — a VPN — carries genuine legal uncertainty in Jordan. The 2023 Cybercrime Law (Article 12) criminalises VPN use undertaken to conceal identity or evade detection, with penalties of up to six months' imprisonment; enforcement against tourists for unblocking calls is undocumented but the wording is broad, and several major commercial VPNs have been ISP-blocked since 2021. Treat app-based calling as unreliable in Jordan and plan around it — keep these apps for chat, and arrange voice calls over the regular cellular line where it matters.

Network coverage in Jordan
Three mobile networks cover Jordan: Zain Jordan, Orange Jordan and Umniah. For Amman, Petra, the Dead Sea and Aqaba, all three deliver reliable 4G. Coverage drops in the eastern desert beyond the King’s Highway and on remote rural southern routes. 5G is rolling out across the country, with the widest availability in Amman.
Among the providers on this page, Airalo and aloSIM route via Zain Jordan. Roamless and Saily do not disclose their Jordanian carrier. Note: VoIP calling is restricted at the network level on all operators — see the field tips and disclaimer above. For specific coverage at Wadi Rum camps and Petra’s inner trails, see the field tip above.

VPN, passwords and documents
Jordan blocks VoIP calling — WhatsApp calls, Skype and Viber voice calls do not connect on Jordanian networks. A VPN may restore access, though the 2023 Cybercrime Law creates legal ambiguity around VPN use for circumvention. On public Wi-Fi, a VPN also masks your traffic from the network operator. A password manager and a secure cloud backup of your passport, insurance certificate and hotel bookings can also be useful — keep an offline copy too. None of these are mandatory.
