Field tip — EU roaming covers Madeira and the Azores, but MEO leads on the islands
EU "Roam Like At Home" applies to all Portuguese territory: mainland, Madeira and the Azores (an EU outermost region). The same fair-use cap as on the mainland applies with no surcharge. However, the Azores are mid-Atlantic — 1,500 km from Lisbon — and MEO (Altice Portugal) has the dominant infrastructure there, particularly on the smaller islands (Flores, Corvo, Graciosa, Santa Maria). NOS-only providers may have limited or absent coverage on the more remote Azorean islands. For island itineraries, Airalo (NOS+Vodafone+MEO) or Roamless (MEO+NOS) are the stronger options. Download offline maps before inter-island flights or ferry crossings.
Field tip — CP train app and Portugal's digital-first booking culture require data
Portugal has embraced digital-first tourism infrastructure in recent years. CP (Comboios de Portugal) train tickets — including Alfa Pendular intercity services (Lisbon–Porto, Lisbon–Faro/Algarve) — are purchased through the CP app and delivered as QR codes; paper tickets at stations are more expensive and queues at peak season are long. Many surf schools, boat tours and heritage sites in the Algarve, Douro Valley and Sintra require advance online booking. Ferry tickets for the Tejo crossings in Lisbon (Cacilhas, Montijo) are also app-based. Save all QR codes offline — mobile signal inside Lisbon Metro stations is intermittent.

Portugal has three main mobile operators — MEO, NOS and Vodafone Portugal (DIGI is a newer entrant with limited coverage). Independent testing keeps them close: Vodafone took Umlaut's 2026 "best network" title and leads in the metros; MEO has the widest continuous territorial coverage and the highest national reliability (Ookla 2025), which helps most in rural Alentejo, Trás-os-Montes and the interior; NOS leads on 5G Standalone and latency. In Lisbon, Porto, Faro and the main Algarve resorts, all three perform well on 4G/5G. On Madeira and the Azores, signal is more variable across every network because of the islands' terrain.

Before departure from home
If you have an EU SIM: verify Portugal (including Azores and Madeira) is included and check your fair-use roaming cap.
Check your phone supports eSIM — dial *#06#, look for an EID number.
Install the eSIM before your flight.
Download offline maps for island destinations and rural areas.
Save train tickets (CP app), ferry tickets and booking QR codes offline.
Keep home SIM active for calls and SMS.
After landing in Portugal

VPN, passwords and documents
Portugal has no internet restrictions — a VPN is not required for standard use. On hotel, café or ferry Wi-Fi, a VPN masks your traffic from the network operator, useful for banking or work accounts on shared networks. A password manager is helpful on the road. A secure cloud backup of your passport, insurance certificate, hotel bookings and transport QR codes is worth having — keep offline copies of tickets, as Lisbon Metro stations and inter-island airport lounges can have intermittent connectivity.
Mistakes to avoid in Portugal
Buying an eSIM when your EU roaming already covers Portugal. Check your plan first — applies to mainland, Madeira and the Azores.
Assuming island coverage matches the mainland. On Madeira and the Azores, signal is more variable across every operator because of the terrain — no single network is a guaranteed fix. A multi-network eSIM (Airalo across all three, or Roamless on MEO + NOS) hedges best; check the underlying network before relying on a single-carrier plan in remote areas.
Not saving CP train and ferry QR codes offline. Alfa Pendular and CP intercity tickets are app-based QR codes — Lisbon Metro signal is intermittent and rural train stations have no Wi-Fi.
Underestimating data needs in the Algarve high season. Heavily congested resort networks in peak summer (July–August) can degrade speeds — a slightly larger data plan gives more headroom.
For EU/EEA SIM holders, Portugal — including the Azores and Madeira — is covered by Roam Like At Home. Check your fair-use cap before buying separately. For non-EU travellers (UK, US, Canada, Australia, Asia), a travel eSIM is the standard option: Portuguese local SIMs require a passport and in-store visit.
