Albania is outside the EU — Roam Like at Home does not apply. A travel eSIM is almost always cheaper than carrier roaming for stays beyond a day or two.

Field tip — Download offline maps before the Albanian Alps and mountain routes
Coverage is reliable in Tirana, Durrës, Vlorë and along the Riviera coast (SH8). Once you leave main roads, signal becomes unpredictable. The Albanian Alps — Theth and Valbona valleys — have essentially no signal on any network. The road to Theth from Shkodër and the mountain pass above Valbona involve 30+ km with no coverage. Llogara Pass and the Blue Eye spring also have dead zones. Download offline maps in Tirana or Shkodër before heading north. Save accommodation addresses and any furgon or ferry schedules offline before you go.
Coverage notes cross-referenced from multiple independent sources.
Prepaid tiers (1 GB to 20 GB, 4G only). Routes via ONE Albania — slightly broader reach in mountain villages and interior routes. Unlimited tiers from $20.50 for 3 days.
Albania's mobile market is a two-operator market: ONE Albania and Vodafone Albania. For a typical Albania itinerary — Tirana, Durrës, Berat, Gjirokastër, Sarandë — both operators perform well with 4G and 5G. Both launched 5G in late 2024 and as of 2025 cover all main cities and connecting highways. Vodafone has a slight edge on overall coverage consistency per independent benchmarks.
Neither operator delivers reliable signal in the deep northern alpine valleys — Theth, Valbona and Kelmend — or at Llogara Pass and the Blue Eye gorge. These are documented dead zones regardless of provider. Among the five providers on this page: Airalo connects through Hej Telecom, which operates on the ONE Albania network. Roamless connects through Vodafone Albania. Yesim, Saily and aloSIM do not publicly disclose which local network they use.
Roaming or eSIM — should you buy?
YOUR SITUATION → USE THIS

Arrival protocol in Albania
Before departure from home
Check your carrier's Albania roaming rate before arrival — no bilateral home-rate exceptions apply here.
Check your phone supports eSIM — dial *#06#, look for an EID number.
Install the eSIM before your flight — activation is automatic on landing.
Save QR code and setup instructions offline.
Download offline maps for the Albanian Alps (Theth, Valbona) and mountain routes before departure.
Keep home SIM active for calls and SMS.
After landing in Albania
Go to Settings → Mobile data → select the eSIM as your data line.
Turn off data roaming on your home SIM.
Test with a page load. If nothing loads, toggle airplane mode for 30 seconds.
Do not delete the eSIM if it does not connect immediately — check settings first.
VPN, passwords and documents
Albania has no internet restrictions — a VPN is not required for standard use. On hotel or café Wi-Fi, public networks are often shared and unsecured; a VPN is useful for banking or work accounts. A password manager is helpful on the road. A secure cloud backup of your passport, insurance certificate and accommodation bookings is worth having — keep an offline copy too.
Mistakes to avoid in Albania
Assuming your home plan covers Albania at domestic rates. Albania is outside the EU, the EEA and all major bilateral roaming zones — no home-rate exceptions apply. Even SIMs from neighbouring Italy or Greece incur roaming charges here. Check your carrier's specific Albania rate before arrival; for stays over 1–2 days, a travel eSIM is usually cheaper.
Assuming any eSIM will work in the Albanian Alps. Theth and Valbona valleys have essentially no signal on any network. The road north from Shkodër includes 30+ km with no coverage, and Llogara Pass and the Blue Eye gorge also have dead zones — both MNOs equally. Download offline maps in Tirana or Shkodër before heading into northern Albania.
Queuing for a local SIM at Tirana Airport without knowing the ID requirement. Both Vodafone Albania and ONE Albania stores at TIA operate 24/7 but require passport registration and in-person ID verification. Peak arrival queues run 15–40 minutes — sometimes longer after busy arrivals from Istanbul or Rome.
Deleting the eSIM if it does not connect immediately on landing. Activation can take a few minutes after the aircraft door opens. Check Settings → Cellular → Mobile Data and confirm the travel eSIM is the active data line, toggle airplane mode for 30 seconds, then test with a page load before deleting anything.
Most international visitors face standard roaming rates in Albania — EU Roam Like At Home does not apply because Albania sits outside the EU and the EEA. For anything beyond a 1–2 day stopover, a travel eSIM is typically cheaper than carrier roaming. Local SIMs from Vodafone Albania or ONE Albania are sold 24/7 at Tirana International Airport but require passport registration and a 15-to-40-minute in-store process.
Does mobile coverage reach the Albanian Alps and the Riviera?
Coverage is reliable in Tirana, Durrës, Vlorë, Sarandë and along the main Riviera route. In the Albanian Alps — Theth and Valbona valleys — signal is essentially absent on every network; Llogara Pass and the Blue Eye gorge also have dead zones on both MNOs. Opensignal's April 2024 Mobile Network Experience report awarded Vodafone Albania the Coverage Experience metric (7.7 vs ONE's 7.3 on a 10-point scale), but the gap is narrow and neither operator solves the alpine dead zones.
Which Albanian network should I choose for a travel eSIM?
Albania has two MNOs: ONE Albania (4iG Group, formed by the 1 January 2023 merger of ONE Telecommunications and ALBtelecom) and Vodafone Albania (Vodafone Group subsidiary since 2001). Among the providers compared on this page, two disclose their local routing: one routes via ONE Albania (through a Hej Telecom MVNO agreement), another via Vodafone Albania. The remaining three do not publicly disclose their Albanian carrier. Both MNOs launched commercial 5G in late November 2024 and cover main travel corridors reliably.
