Montenegro is outside the EU — Roam Like at Home does not apply for EU visitors. If you are travelling from another Western Balkans country, free regional roaming applies between Albania, Bosnia, Kosovo, North Macedonia, Serbia and Montenegro.

Field tip — Montenegro is not EU — roaming charges apply
Montenegro is not in the EU or EEA, so EU Roam Like at Home does not apply. However, two regulatory nuances soften the bill: (1) since October 2023 EU operators must cap retail prices for their customers roaming in Western Balkans countries (data around €1.80/GB), and (2) the Western Balkans Roaming Agreement gives free roaming between Albania, Bosnia, Kosovo, Montenegro, North Macedonia and Serbia since July 2021 — useful if you are coming from one of those countries. Otherwise, check your carrier's Montenegro rate, since a travel eSIM is often cheaper.
Field tip — Download offline maps for Bay of Kotor cliffs, Durmitor and mountain passes before departure
Coverage is strong in Podgorica, Budva, Kotor and the coastal strip. The Bay of Kotor has good 4G in the main towns but signal weakens on the cliff roads and higher viewpoints above Kotor. Durmitor National Park — Žabljak, Black Lake, the Tara Canyon — has reasonable coverage in town but loses signal on higher mountain trails and in deep canyon sections. Download offline maps before any mountain or canyon itinerary.
Coverage notes cross-referenced from multiple independent sources.
Three mobile network operators serve Montenegro: Mtel (market leader), Crnogorski Telekom, and One Crna Gora (formerly Telenor Montenegro). Coverage is reliable in Podgorica, Budva, Kotor and the coastal strip — 4G is available throughout. One Crna Gora was the first to deploy 5G; all three now offer 5G in main urban areas. Rural mountain areas (Durmitor, Tara Canyon) have gaps on all networks — see the field tip above for specifics.
On this page, Airalo routes via Mtel (4G/5G) and aloSIM via One Crna Gora (the former Telenor Montenegro); Yesim does not disclose its carrier. All three give reliable coverage across Podgorica, Budva, Kotor and the coastal strip.

Arrival protocol in Montenegro
Before departure from home
Check your carrier's Montenegro roaming terms — EU RLAH does not automatically apply in Montenegro.
Check your phone supports eSIM — dial *#06#, look for an EID number.
Install the eSIM at home before departure.
Keep home SIM active for calls and SMS.
After landing in Montenegro
Go to Settings → Mobile data → select the eSIM as your data line.
Turn off data roaming on your home SIM.
Test with a page load — toggle airplane mode if nothing connects.
VPN, passwords and documents
Montenegro has no internet restrictions — a VPN is not required for standard use. On hotel or café Wi-Fi, a VPN is useful for banking or work. Montenegro uses the Euro unilaterally — it is not an EU member and has not officially adopted the Euro through EU mechanisms. Keep a secure backup of your passport and accommodation bookings.
Mistakes to avoid in Montenegro
Assuming Montenegro is covered by EU Roam Like at Home because it uses the Euro. Montenegro is not in the EU or EEA and uses the Euro unilaterally without EU monetary backing — RLAH does not apply. EU price caps for Western Balkans (around €1.80/GB data) have applied since October 2023, but standard roaming charges still apply on top.
Ignoring the Western Balkans Roaming Agreement if you are coming from Albania, Bosnia, Kosovo, North Macedonia or Serbia. Free roaming between the 6 Western Balkans countries has applied since July 2021 — a travel eSIM is usually unnecessary if you are already on a SIM from one of those countries.
Not downloading offline maps before Durmitor, Tara Canyon or higher Kotor viewpoints. Signal weakens on cliff roads, mountain trails and deep canyon sections regardless of operator.
Deleting the eSIM if it does not connect immediately. Check settings first.
No. Montenegro is not in the EU or EEA, so EU Roam Like at Home does not apply. EU/EEA SIM holders are subject to roaming charges. However, two regulatory nuances apply: (1) EU-wide price caps for the Western Balkans (data around €1.80/GB) have been in force since October 2023 for EU operators' customers, and (2) the Western Balkans Roaming Agreement provides free roaming between Albania, Bosnia, Kosovo, Montenegro, North Macedonia and Serbia since July 2021. Travellers from other regions usually find a travel eSIM cheaper.
Which network is best for travel in Montenegro?
Montenegro has three mobile operators (per regulator EKIP via Montenegrobusiness October 2024): Mtel (market leader ~41% with 651,833 users, a subsidiary of Telekom Srbija), Crnogorski Telekom (~35% with 554,729 users, a subsidiary of Magyar Telekom / Deutsche Telekom) and One Crna Gora (~24% with 387,315 users, formerly Telenor Montenegro per ITU 2024, rebranded under 4iG group in 2025, first-mover on 3600 MHz 5G). Coastal 4G coverage exceeds 99% per Mordor Intelligence. For Durmitor and remote mountain regions, all three have signal gaps on higher trails — download offline maps before mountain itineraries.
