How much will it cost for your trip?
Rarotonga (Avarua) has good 4G on Vodafone. Aitutaki — the heart-shaped lagoon island — has coverage in Arutanga. Lagoon boat trips to the outer motu (uninhabited sand islands) have no signal offshore. The outer northern islands (Penrhyn, Nassau, Pukapuka) have almost no coverage. Download offline maps before any inter-island light aircraft flight.

eSIM — Cook Islands
Network coverage in the Cook Islands
Vodafone Cook Islands (formerly BlueSky) is the sole mobile operator — a government-licensed monopoly. 4G/LTE is available on Rarotonga and has been extended to most outer islands via SES O3b mPOWER satellite backhaul (programme from December 2022) and Lynk satellite-direct-to-mobile coverage (launched August 2023). No 5G is available. For a standard Rarotonga stay — Avarua, the cross-island road, the beaches — 4G coverage is reliable. Aitutaki also has 4G via Vodafone. Vodafone now lists 4G across most inhabited islands, including the Northern Group atolls (Penrhyn, Manihiki, Rakahanga), though coverage on the remotest atolls can still be patchy.
Because Vodafone Cook Islands is the only operator, there is no carrier comparison to make. Note that the Cook Islands is not included in most regional Oceania eSIM plans (Sim Local Oceania excludes it) — a dedicated local Cook Islands eSIM is the correct purchase, not a regional plan.

On hotel or café Wi-Fi, a VPN can be useful to keep your browsing private from the network operator. A password manager is also worth having for managing account access on the road. A secure cloud backup of your passport, visa and accommodation details can also be useful — keep an offline copy too. None of these are mandatory.
