Addis Ababa has good 4G on both Ethio Telecom and Safaricom ET. Lalibela, Axum, Gondar and main historical sites have reasonable coverage in towns. The Simien Mountains (Ras Dashen, 4,550m), Bale Mountains and Danakil Depression have very limited to no signal. Download offline maps before any highland or remote excursion. Lalibela's rock churches are accessible but check signal before entering the highland.
The Simien Mountains are a multi-day trekking destination. Coverage is absent above the main escarpment and on the plateau. Download offline topographic maps (Organic Maps has Ethiopia coverage) and trail information in Gondar or Debark before starting the trek. Safaricom ET coverage is expanding but Ethio Telecom currently has wider rural reach.
Ethiopia has the longest record of government-ordered internet shutdowns in Africa, applied during unrest, exam periods and in conflict-affected regions (Tigray, Amhara, parts of Oromia), sometimes lasting weeks or months. A key technical point most guides get wrong: a shutdown cuts the mobile data layer itself, so no travel eSIM and no VPN can bypass it — a VPN only reroutes traffic that already exists, and there is none to reroute when the network is switched off. Social-app blocks (Facebook, TikTok, Telegram) are a separate, lighter measure that a VPN can address; a full data blackout is not. Before travelling to a region under tension, check current network status (NetBlocks publishes live reports) and carry an offline plan — maps, addresses, contacts — that does not depend on connectivity at all.

Ethiopia has two mobile operators: Ethio Telecom (state-owned, dominant) and Safaricom Ethiopia (private entrant since August 2022). Ethio Telecom covers the widest geographic footprint; Safaricom is expanding in Addis Ababa and major cities. For Addis Ababa, Lalibela, Gondar, Axum, the Simien Mountains and the Omo Valley, Ethio Telecom provides 4G on main corridors. Commercial 5G is live in Addis Ababa (Ethio Telecom) but is not yet widespread elsewhere.
Coverage drops significantly in rural highland and lowland areas. A specific caveat: Ethiopia has a history of internet shutdowns during political events — verify connectivity conditions before travel to remote regions.
